Prevention of Acts of Terrorism and Extremism through New Programs Following Presidential Regulations

The Postgraduate School of Universitas Airlangga (UNAIR) held a webinar for the program BUILDING STRATEGIES AND COOPERATION IN IMPLEMENTATION POLICY ADVOCACY on Saturday, July 31, 2021. This webinar was presented with the topic, NATIONAL ACTION PLAN FOR PREVENTION AND MANAGEMENT OF EXTREMISM IN THE EAST JAVA. Present as speakers were Andhika Chrisnayuda, Ruby Kholifah, Budi Antoro, and Hesti Armiwulan. Acting as moderator, Prof. Emy Susanti. The Governor of East Java, Khofifah was also present to give a speech and briefing.

Khofifah’s remarks explained the importance of the participation of the provincial and local governments in tackling acts of terrorism. In addition, women and terrorism are also vulnerable to falling into acts of terrorism. The state is obliged to maintain the stability of national security through the NATIONAL ACTION PLAN FOR PREVENTION AND MANAGEMENT OF EXTREMISM. Following the mandate of Presidential Regulation No. 7 of 2021, governors and mayors, and regents are required to carry out the above program in coordination with the relevant ministries.

 

Andhika argues that the driving factors for extremism are economic inequality, marginalization and discrimination, poor governance that causes public disappointment, weak law enforcement, and human rights violations. While the pull factors can come from distortions due to understanding certain ideologies or individuals who want to seek sensation, so they join extremist organizations. Andhika also said that through Presidential Regulation No. 7 of 2021 it is mandatory for all Ministries and local governments to be responsible for the implementation of the NATIONAL ACTION PLAN FOR PREVENTION AND MANAGEMENT OF EXTREMISM to increase community resilience against threats and disturbances that lead to acts of terrorism.

 

In line with this, Fran also said that the NATIONAL ACTION PLAN FOR THE PREVENTION AND MANAGEMENT OF EXTREMISM can prevent acts of terrorism because it applies the principle of the rule of law and upholds human rights. If the rule of law is violated which can also lead to bad governance it can encourage discontent in society. Following the presidential regulation, governors and mayors are required to implement the NATIONAL ACTION PLAN FOR THE PREVENTION AND MANAGEMENT OF EXTREMISM in coordination with the relevant Ministries.
